10年前，习近平主席出席索契冬奥会开幕式，并会见国际奥委会主席巴赫。正是在这次出访期间，他首次提出“三亿人参与冰雪运动”的构想。今天，“北冰南展西扩东进”的战略早已叩开了山海关，城市中不断兴建的室内冰场、雪场推动着冰雪运动向四季延伸，成为大众生活的新风尚，“三亿人参与冰雪运动”的构想已成为现实。
